CPCB’s Latest Directive for NCR-Delhi Industries: Mandatory OCEMS & PTZ Camera Installation by December 31, 2025

The Central Pollution Control Board (CPCB) has issued a major new directive under Section 18(1)(b) of the Air (Prevention & Control of Pollution) Act, 1981, targeting air-polluting industries operating in NCR-Delhi.

This latest move aims to strengthen self-regulatory compliance through real-time monitoring using Online Continuous Emission Monitoring Systems (OCEMS) and PTZ cameras.

The directive mandates that industries in the Food & Food Processing, Textile, and Metal Processing sectors install OCEMS and PTZ cameras and connect them to the CPCB and respective SPCB/PCC servers by December 31, 2025.

Why the Directive Was Issued

Delhi-NCR continues to face severe air pollution challenges every winter. To reduce manual inspections and bring transparency in emission control, CPCB is focusing on automated and continuous pollution monitoring through self-regulatory mechanisms.

The new order reinforces earlier directives issued between 2015 and 2019, which required high-polluting industries to install online effluent and emission monitoring systems. However, verification conducted by CPCB in 2025 revealed that out of 2,361 air-polluting units, only 351 had connected their OCEMS with CPCB servers  leaving over 2,000 non-compliant industries.

This prompted the Board to issue fresh directions to the State Pollution Control Boards (SPCBs) and Pollution Control Committees (PCCs) of Delhi, Haryana, Rajasthan, and Uttar Pradesh to ensure 100% compliance.

What Industries Are Required to Do

As per CPCB’s new directive, all industries in the specified sectors must take the following steps before December 31, 2025:

1. Install OCEMS (Online Continuous Emission Monitoring Systems)

  • Textile & Food Processing Units:
     Must install OCEMS for PM (Particulate Matter) monitoring in stacks attached to boilers or thermic fluid heaters.
  • Metal Processing Units:
     Must install OCEMS for PM, SO₂, and NOx parameters in all furnaces using met-coke, LSHS, or low-sulfur oil.
     Units not using these fuels must still monitor PM.

2. Install PTZ Cameras

  • Textile & Food Units:
     Cameras must capture the OCEMS port-hole and flue gas emissions from stacks.
  • Metal Units:
     Cameras must monitor the fume extraction area and furnace feeding section for real-time visual compliance tracking.

3. Ensure Data Connectivity

All installed OCEMS and PTZ cameras must be connected with CPCB and concerned SPCB/PCC servers to transmit live data and video feeds continuously.

The order also highlights several key updates:

  • Revised OCEMS Protocol (August 2025):
     Industries must adhere to updated calibration and alert-generation standards via the new OCEMS portal.
  • OCEMS Product Certification:
     The National Physical Laboratory (NPL), Delhi, has been designated as the national verification agency for OCEMS, ensuring equipment conforms to ISO 17065 and ISO 17025 standards.
  • New CPCB OCEMS Portal:
     All industries must register and provide system details, analyzer info, and coordinates at https://cems.cpcb.gov.in.

  • Textile & Garment Units
  • Metal & Furnace-Based Industries
